As a HUD element, the leap charge bar can be tough to work with. You pretty much have to look directly at it to watch for when you can leap, which is distracting. In peripheral vision, perception of color (e.g. between red and green) is not very strong, especially for colorblind people.
Here are my suggestions: Either, 1. make the fully charged leap bar flash rapidly between blue and white (easily perceived in peripheral vision) 2. give players the option to move the charge bar to the top, side or somewhere more available in the HUD. 3. use the crosshair ammo/health status bars (like in hud_quickinfo) as a charge bar. that way you have a bar right where you're looking to tell you when you can leap.
